ActionClip uses Apple on-device translation and Microsoft Translator. Here is when each one is used and what each provider supports.

Which translator ActionClip uses

Apple on-device

Selections of 200 characters or more. Also used for every selection when Online Actions is off. macOS may ask you to download a language pack.

Microsoft Translator

Selections under 200 characters when Online Actions is on. It is also the fallback when Apple does not support the selected language pair.
